Paper Trial

Juzgado Cuarto de lo Civil de Proceso Escrito del Poder Judicial de la Ciudad de México : Civil Paper-Trial Court no. 4 of the City of Mexico Judicial Branch ('Judicature' or Judiciary).

I think Paper Record, rather than a egenral Court of Record for civil, criminal or courts martial cases, is a viable alternative.

Otherwise, I fail to see how a ProZ Glossary entry for juzgado de primera instancia en lo civil as a 'common pleas (non-regal) civil court' can fit into any answer.
