Целевой - это "специальный", "предназначенный для определенной цели". Здесь же target - определенные показатели/цели, при достижении работником которых и выплачивается это ... язык не поворачивается назвать "поощрение", лучше - вознаграждение. То есть "вознаграждение по целям / при достижении целевых показателей" или "Оплата по результатам".
