Кажется, я поняла, почему AP вычитаются:
"2.3.6.2. Advance Procurement
DoD 7000.14-R requires that the procurement of end items be fully funded, i.e., *the cost of the end items to be bought in any fiscal year must be completely included in that year's budget request*. However, there are times when it is appropriate to procure some components, parts, materiel, or effort in advance of the end item buy. These items are referred to as advance procurements...
Advance procurement funds are used in major acquisition programs for advance procurement of components whose long-lead times require purchase early in order to reduce the overall procurement lead-time of the major end item. Advance procurement of long lead components is an exception to the DoD "full funding" policy and must be part of the President's budget request."

Так как "the cost of the end items to be bought in any fiscal year must be completely included in that year's budget request", предварительно производимые расходы на закупку компонентов крупного конечного изделия вычитаются из программы закупок текущего года с тем, чтобы отнести расходы на тот финансовый год, когда будет приобретено конечное изделие.

Так как "the cost of the end items to be bought in any fiscal year must be completely included in that year's budget request", предварительно производимые расходы на закупку компонентов крупного конечного изделия вычитаются из программы закупок текущего года с тем, чтобы отнести расходы на тот финансовый год, когда будет приобретено конечное изделие.

| Спасибо, Замира. Я понял, что "less AP" - сумма, которая была потрачена годом (или несколькими годами) ранее на закупку каких-то частей самолетов, которые закупаются в этот год. Такой вопрос: сумма less AP вычитается из суммы бюджета на этот год (в приведенной таблице на закупку самолетов E-2C на 2007 год запрашивается 271.4 млн, less AP на этот год - -62.3, то есть просят выделить 271.4-62.3=209.1), или просто приведена в качестве справочной информации (то есть на 2007 год просят выделить 271.4)? И второе, все же, как перевести это на русский? "За вычетом авансовых платежей" не совсем то. Ведь здесь не просто выделяют определенную сумму на тот или иной год "загодя", а закупают на эти деньги определенные "живые" части (для самолета E/A-18G в 2007 году закупят части тех самолетов, которые будут закупаться в 2008 году (2008 AP) ). |
