This is the text in which the term "sans domicile proche" is used.

I agree. The context is too vague. It could mean 'homeless', but it could also mean 'someone who doesn't live nearby'.

Within the EU, such employees tend to be known as "cross-border workers". (It's not that snappy, but it's a commonly used expression.)
