yes, I suspected that, "clerical theology" is correct.

theology of ministry
The target term was found in an original English statement by the Lutheran World Federation (on episkopé). One should keep in mind, though, that such consensus documents are written by theologians with varying levels of English, so there is always a certain risk of interference from other languages/the term having been translated based on what the person was thinking in their native language.
