I would say "in the shops" or "in retail outlets". In the US, I suspect they might say "in the stores" rather than "in the shops", but perhaps one of our US colleagues can confirm this.

Are you saying that some shops are not retail outlets? In this case they are synonymous.
agree Terry Gilman : see http://www.ehso.com/ehshome/batteries.php (p. 3, from US Environ. Protection Agency - 'to a recycler'. As one might expect, the sentences don't apply 1:1 in the US. It may be that the current wording only applies in Germany or the EU.

I would say, at any shop.
