I found this distinction which may help:
Zum inneren Aufbau der Maschine sind drei Teile nötig:
Rechenwerk,
Speicherwerk,
Programmwerk.
Das Rechenwerk führt die Operationen durch; das Speicherwerk nimmt die Zahlen auf - bisher mußte der Mensch diese aufschreiben, um sie wieder verwenden zu können -, und das Programmwerk gibt seine Befehle sowohl an das Rechenwerk als auch an das Speicherwerk, regelt also den Zahlenverkehr zwischen diesen beiden Teilen.
