agree Valerijs Svincovs : I just wonder if in this case it isn't "value" rather than "cost". And do you by any chance mean "object" rather than "project"?

Thanks, valerius. I would stick with "cost" because "value" has other, not countable, components to it. I did mean "project" because Russian "объект" can't be translated as "object" in this context. Thanks for your support!
agree The Misha : As always, the Russians insist on their own special wording where none is required. A consulting firm in an English speaking country would simply say their fees are percentage-based, and that would cover pretty much everything. Cheers, Angela.
