ongoing performance

“Post Start-Up” means demonstration of the ongoing steady-state performance of the Contract Plant as described in XXX, which shall not exceed three (3) months after Start-Up.

here, contract plant is a production line. Post Start-Up is a phase following installation, commissioning, start-up.

I wanna know the exact meaning of ongoing here. i intend to understand it as "lasting for a certain period"

sorry, context fails, with what i can see, no "under way" is to be meant, as the plant is yet to be built.

i reading "ongoing" as "lasting for a certain period" is based on some industrial standard in China, which specifies a "full-load operation for a certain period".

difference may exist, then i still wait

The whole sentence sounds totally incorrect for the start.
A few Questions
Should this be; “Post Start-Up means" ?
Which would mean the "means" (performance figures) obtained at Post start up, or is it to do with facilitating of the new machine at post start up?

ongoing steady-state performance of the Contract Plant... maybe this should be... ongoing steady-rate of performance of the contracted plant..

Anyhow this is how I would read it to mean, reading it as it is in your post...

Post Start-up facilitating demonstration, of the ongoing steady-rate of performance of the ‎contracted plant as described in XXX, shall not exceed three (3) months after ‎commissioning ‎

The way I see it is that for the first 3 months they will tolerate a steady rate (state) of performance, as the machine will be in post commission mode, (where it is being facilitated and staff are learning to get it up to full production) but after this, it must perform at its expected full production rate.

Demonstration, is where it is being programed and demonstrating its potentional and staff are being trained, (Demosration mode)

In other words, a post start-up demonstration is made to confirm that the rate of production remains as specified in XXXX.
