I think they're talking about a reflex which is elicitable bilaterally.
I'm just not sure of the right combination of words.

reflex on irritation? elicitable from irritation?

PHK here is right upper extremity (as Maria has pointed out). PHK, LHK etc. appear frequently in this text. Some of this (C5-C8 etc.) came up in one of my previous questions.
My main concern here is with the word "irritační".
