La Parcela 2, se destinará a Estación de Autobuses en el espacio inferior a la cota 47.Sobre esta rasante se desarrollará la edificación *lucrativa* y la de sistema general ferroviario que sea necesaria para lograr la comunicación entre las distintas zonas de la Estación Intermodal.
La interpretación de esta normativa ha supuesto llegar a un acuerdo con el Ayuntamiento, pendiente de su ratificación, en la forma de computar las superficies *lucrativas* del proyecto, en concreto las de zonas comunes (pública y privadas), en función de los flujos de viajeros dentro del edificio.
Not sure how to render this. I've found some support for "private" on the Internet, although the last example provided above would suggest otherwise. "Commercial" might be another possibility, although this might be too restrictive. I haven't been able to find a specific and accepted term in English.

I think that the "lucrativo" is making a reference to the generation of revenue from these spaces, but I would vary the three terms (commercial, business and retail, and revenue-generating) as best fits each context and the syntax of the sentence you're working on..
