Perhaps the author is a lawyer. Many if not most lawyers would not say "copy" if it was in fact, as here, an "exemplar".

Never say never! I suggested "issue" merely as an alternative to avoid any ambiguity as to whether or not "A" is the original or first replacement issued.

The Canadian Embassy Official stated that the photo page of the passport contains the passport issue number, the holder's given name and surname, parents' names...

"issue" is extremely unidiomatic English. "Issue" would never be used in an administrative law context.

On the other hand "el nuevo ejemplar es un “Ejemplar A”. Emitido el “Ejemplar A”, su reposición será un “Ejemplar B”, y así sucesivamente, sin importar si el DNI a reponer corresponde a un Original, Duplicado, Triplicado"
which suggests that the newly coded original is "A" and its replacements will be "B", "C", etc.

Good references Lorena but I'm still not sure "Issue" may be a good alternative. What's not clear is whether "A" is the original or the fist issue/copy of a lost/stolen/damaged "DNI"?

This seems to suggest "A" is what used to be called a "duplicado" and "B" a "triplicado", unless "A" is the original and "B" is the "duplicado" (first copy issued)? The title, "Nueva denominación para DNI duplicados" suggests that "A", "B" and "C" are all copies.
