You are right, it sounds like management lingo for "flexible, adaptable..." With "variable geometry", I think you would be keeping this management lingo register. Whether that's a good thing for the outcome of the tender...

: We had this in a similar context recently (can't remember what language) and I think people disagreed with this. It seems the obvious translation to me.
