taller Sounds like taller may be referring to some sort of work experience workshop/contract with a possibility of later being taken on as an employee.... But without more context it's just guessing

Taking a slight liberty with the original, but given that this is a survey this seems to fit.

Another possibility is that "they never promote people internally", but without more context it's hard to tell.
