: How do you know it's not a general comment about what these people "tend to do", Robert? I can't see enough context to decide it refers to a current state of affairs. Once again, the asker should take the time to provide more context

Based on what the Asker provides, the context seems to be that of remedying friction/bad feeling/hostility between two parties, and I therefore do not see how one can construct a sentence containing "makes enemies" that will work here.
