The context is a tender document for a weigh station.

The term appears in various contexts (see below). It also seems to be contrasted with 'selectivo'.

The only word I can find in dictionaries is punitive but it sounds odd to me.

enforcement

To my mind, "enforcement" is what fits here in most of the instances you cite.

In the case of "balanza selectiva y punitiva," perhaps "selective and general enforcement" would work.

The exact phrasing eludes me as well, but this does seem to be the idea (although I have never seen "punitiva" used in this way). Perhaps someone more versed in these matters can help fine-tune the phrasing. Thank you, Charles.

Precision/high precision

Here is an example of "balanza punitiva", and it also calls it "balanza de precisión".

neutral Charles Davis : Although "punitiva" is associated with "precisión" in your first source I doubt this what the term means. It surely has to do with "fiscalizar y denunciar" (second source): the operator reports violations.
