El Sr XXXX expuso la situación existente con relación a las terminales de pasajeros y carga de TMS en el Puerto de ALICANTE.
Estas dos unidades de negocio no tienen las necesarias licencias medioambientales, de conformidad con la legislación urbanística de la Comunidad de Valencia.

El Sr XXXXX expuso las distintas contingencias existentes, con referencia al documento denominado Item 6.C Regularization of Zoning Licenses in TMS Alicante.

El Consejo de Administración, después de la correspondiente deliberación, y siguiendo la recomendación del Despacho XXXXX, acordó por unanimidad:

Comenzar el proceso de regularización urbanística de la terminal de pasajeros y la terminal de carga.
Presentar la correspondiente comunicación a XXX ***al amparo del SPA***, en la medida en la que existe una posible contingencia que se está tratando de subsanar, pero pudiera dar lugar a actuaciones negativas por parte de las autoridades urbanísticas.

Seems odd... that a board meeting in Mexico is apparently discussing planning regulations in Valencia and Alicante.

You are right but I don't think I can translate al amparo de without knowing what it means. It could be a company, a law, a Sales Purchase Agreement.....

Google "al amparo del contrato" and you get one million hits, while "al amparo del acuerdo" gets half a million, in other words in contract language this is a very common construction.

Sorry, clicked twice. Anyway, the dictionary confirms that "al amparo" translates as "under" and it does not stretch to "funding,"

al amparo de might well be under but I don't think SPA is Sales Purchase Agreement here as it is more to do with bringing the passenger and freight terminal into line with some urban planning requirements/licences. I don't think anything is being purchased or sold.
I take it back. I have just heard back from the client and it is indeed Sales Purchase Agreement. Thank you very much!

agree Charles Davis : I admit I was sceptical about this, but events have proved you right! Not just a matter of luck, because as you rightly said "al amparo de" does go naturally with a contract (or a law).

This is the first time SPA has come up in the whole document. As I don't know what SPA is it's really hard to then translate 'al amparo de'.
