Context: An interview about what sailors used to buy in the hardware store fo a port town.
Lo que más se vendía eran ropas de agua, porque las ropas de agua de entonces eran muy malas; eran de una tela de lino y había que darle una imprimación de aceite de linaza, que también lo vendíamos nosotros.
Se la daban y la ponían a secar y así les duraba mucho.
También vendíamos muchos palos de zuecos, porque en aquel entonces no había botas de goma y lo que más se les gastaba era la suela. Para reforzarla había unos palos que se vendían sueltos; los llevaban al zapatero y con la grasa que le echaban al zueco, les duraba una eternidad.

From the description, I'm imagining wedges or sticks that were bought loose and taken to the shoemaker and attached to the souls to reinforce them. I can't find any reference in English or Spanish to such an item, however.

As traditional clogs were often made from leather and wood, I think "palos" here means the wooden base. The soles were the part that wore out, so they were replaced.
