This appears in an Information Security Policy for a company, on the obligations of users to the company.

I'm not sure what this is talking about - searches seem to show up systems for engineering but not related to laptops. Is it a bolt used to attach the computer to a work surface? A cable which fits into one of the ports?

These things are used to lock laptops to fixed objects in places like offices, so thieves can't simply pick them up and walk away with them. Modern laptops tend to ship with "ports" that these pocks fit into. See the link for examples and other naming suggestions.

mechanical fastening systems

Mechanical anchoring/fixing/fastening/locking systems for your PC. I have no idea whether it consists of cables or clamps or whatever, but I think either of the three options could work. The most likely option I can think of would be chaining the PCs up so they can't be physically removed, in which case "locking systems" might be a better choice.
