It is a Criminal Case giving information about when a hearing is going to be taking place and under what conditions it is going be taking place. It also says to the accused the consequences of not presenting themselves to the hearing on time.

The two first XX is the number assigned to it and the XXXX is the year the case belongs to.
The same with S.I.P.E. XXX (number assigned) / XXXX (year the case belongs to).

For once I don't think we need any more context. It could be a civil or criminal case.

More context please Asker 1) What country is this from? 2) What happened in the criminal case? or are both cases proceeding in parallel? 3) What do you understand S.I.P.E. to be? 4) What is XX XXX and XXXX? names of the parties? what descriptor (e.g. plaintiff. defendant) is given to each of them? or are these numbers etc.?

more context - if a civil case ... such as a claim for civil damages arising out of a criminal action with the criminal conviction used as irrefutable evidence: if so, on all fours with Anglo-Am. procedural law.

SIPE seems to be the police union, I imaging without more context therefore that the matter is some form of representative action by the union in connection with some criminal proceedings, but you will need to leverage the context to determine the exact meaning.
