There is a similar 'lieu' construction in FRE bit I canÄt quire remember it.

Declarar con lugar: to find in favor of sthg; *to grant sthg*, West.

I don't disagree with the two previous answers, but I think it can be expressed more succinctly, and in a way that sounds more English.

"Ser procedente" can be translated as "to be in order" in court.
