"demanda de amparo" could be anything from a simple request for defense to an actual writ of amparo (for the protection of constitutional rights), so you could adjust that first part based on your context.
"Promover" does not necessarily imply that something has been "filed", but rather that it's being brought before the court against something/someone (in this case, a judgement/ruling).
