I can't provide much context for reasons of confidentiality, other than to say it's used in a reference to members of an organization by one of its leaders. "Loose cannon" perhaps? (The Gyldendals offerings of "beggar" and "blighter" aren't giving me any warm fuzzies so far.)
In addition, I need something that will be familiar to an Australian, without being specific to the Land Down Under. Something used in the UK is fine, so long as it's not too idiosyncratic.

n noun
1 a dishonest or unprincipled man.
>a mischievous but likeable person.
2 .... > a person or thing that is defective, aberrant, or unpredictable.
> a seedling or plant deviating from the standard variety.
scoundrel?
These were used of children back then when I was up to mischief, but also of really undesirable types.
There are other suggestions in my thesaurus:
Renegade, reprobate, rapscallion (all with malicious rolling ´r´?)
_______________
Maverick is one I think of if you want a loose canon.
maverick
n noun
1 [often as modifier] an unorthodox or independent-minded person: a maverick politician.
Definitions from the Concise Oxford Dictionary and British.
Someone from Down Under might have some better suggestions.
