I can't think of a precise translation for 'kvajebajer', but this is a suggestion.

Discussion
It is an admission of having made a stupid mistake. There is normally no fraud or malice in the mistake - and the 'kvajebajer' or 'kvajkage', another variant, is an admission that none of us are perfect. It is given as a token peace-offering or apology for the inconvenience caused.
