Dutch term
ruimteboek
Dutch to English
Tech/Engineering
Architecture
This term appears in a 'Toelichting definitief ontwerp' detailing every aspect of the construction of a new building (a ship testing facility). The only place this word appears is in the section on painting, tiling and carpeting, in the following sentence: "De afwerkingen zullen worden afgestemd op het gebruik (ruimteboek)."
I found a document on the Internet in which the term appears in a similar context, with an explanation of what it is: "Het maken van een ruimteboek waarin per ruimte precies omschreven staat wat de eisen zijn ten aanzien van het gebruik, de minimale afmetingen, het afwerkingniveau, de akoestische eisen, sanitaire voorzieningen, luchtbehandeling, sterkstroomvoorzieningen, zwakstroom voorzieningen, verlichting en theatertechnische voorzieningen." (http://www.theateradvies.nl/newnewnew/brochures/foldertheate... Obviously the "theatertechnische voorzieningen" do not apply here, but the rest seems to describe exactly what I am looking for. Does anyone know the equivalent English term?

spec book
Because of the use of the word "book", I believe it is referring to a spec book (short for specification book). This term, unfortunately, is used in two ways. One is a software package in use in interior design which is actually a computer program called spec book pro. The other is actually a physical collection of standard specifications common in government projects.
Please see the following two references, each of which is for one of the two designated meanings.
http://www.specbookpro.com/
http://www.dot.state.mn.us/pre-letting/spec/index.html
You must let your context determine which of the two is most suitable. It may be that spec book is called ruimteboek in Dutch. I would have to investigate that and (as usual) don't have time right now.
My gut feeling is that as it is probably a government facility, there may be a standard book of specifications for the interior design of a ship testing facility.
The third possibility would be just an ordinary spec book provided by the engineers or whoever is laying down the specifications for the works.

Comment: "I'm not 100% certain that 'spec book' is an exact translation of 'ruimteboek', so I'm not entering it in the KudoZ open glossary, but it is sufficient for my purposes. I also found several reference to support this by Googling "'spec book' electrical plumbing carpeting". Thanks so much for your help!"

see room specifications
suggestion
This shows what the term "room specifications" is understood to mean:
http://www.conferenceatlace.co.uk/LACE (roomspecifications) ...
I think "boek" is just used to point out that the room specifications are compiled into some form of media.
http://www.conferencehertfordshire.co.uk/fieldercentre/facil...
Almost everything is stored on computers nowadays, so you can't take "boek" too literally anyway.

Thanks, Olly. I could not find an exact equivalent, but the term room specifications is at least unambiguous.

: In itself it's not wrong, but room specifications also often refer to hotel room specs... Stick with the "book."//Ik begrijp echt niet wat je bedoelt Barend. Jouw refs betreffen conferentiezaalbeschrijvingen, geen painting, tiling and carpeting details

So that would mean that my suggestion also needs the context for disambiguation, but doesn't this apply to "spec book" as well? Anyway, I wasn't able to find a direct English equivalent.

room data base
The room database holds information about the architectural programming. Key information here is the architectural functions and rooms/spaces. Each room has a project specific room data sheet with specific room requirements and an equipment list. Use of selfdefined, standardized, data sheets and equipment lists
gives great benefits both for an efficient planning phase and for total project investment costs. The room database includes easy overview of total space, space per department and room, and the difference between planned space and actual space in the drawing. The room database also contains a module for planning
surface treatment for floors, walls and ceilings in each room.

Discussion
Please see my new answer.
A "book" specifying exactly these kind of things is called a "room database" in English. "Room database" is your English equivalent. Please see the explanation below.
ruimteboek - data file on the rooms concerned
specificatie
data file on the interior design specifications for the rooms concerned
http://www.theerlijkrecht.nl/info/images/stories/ruimte_over...
- is een dynamisch digitaal systeem waarin gegevens continu toegevoegd kunnen worden;
- kan zowel digitaal als op papier geleverd worden;
http://www.bouwhistorienederland.nl/bba/cms/cms_module/index...
Hier vind je een zeer gedetailleerd ruimteboek:
http://www.wijchen.nl/binaries/wijchen/gemeenteraad_download...
