English to Hebrew Medical Mathematics & Statistics upper bound of its 1-sided 99% confidence interval

This is a part of a medical document, statistic part, and I don't know much about statistics. I would appreciate help with this sentence. I realized that "upper bound" is חסם עליון, and "confidence interval" is רווח סמך, I translated: החסם העליון של רווח הסמך החד-צדדי 99%, but it seems lame to me. If anybody can help me with how these parameters relate to each other I'll be very grateful.

In addition - couldn't find the translation for "one-sample Poisson rate".
