...he is asked to work without recording the time, which is sometimes called **kitchen-tabling**

Could somebody help explaining the metaphoric meaning?

when you cook, I guess you have special kitchen ckocks which you set to some time to let you

know it's done

working at the kitchen table, not at the desk

I don't think it has anything to do with cooking, given your "accounting" sub-heading.
I think this refers to the kind of work one does at the kitchen table, to catch up, rather than the organised work done at the desk. It's work done when there is a little spare time, hence not counted on an hourly basis.
