Hello,
The context is about using a bio stimulant.

INSTRUCTIONS AND USAGE:

Drip irrigation or foliar application.
Application on transplantation and every fortnight as a preventative measure.
Should application be carried out in adverse growth conditions, apply up to 4-6 weekly applications.

applying the bio stimulant when uprooting and replanting

Transplant here means to uproot and replant a growing plant. When transplanting a plant, one uses this bio stimulant to make the plant grow every 2 weeks. But if the earth is not good, or if the growth conditions are having a disadvantage (i.e. not growing well), this bio stimulant should be applied 4 to 6 times a week.
