Each is each appeal or each credit/pre-requisite? or both are right?

Context:

If the owner’s team are not satisfied with the LEED assessment, there is an appeal process for up to 3 credits or pre-requisites. Appeals cost $300 each. It is not uncommon to have two or three appeals on a project outside the US. If all pre-requisites are approved, the team can also decide simply to accept a lower score and not appeal any credits.

This is what is clearly implied. They can't both be right, since an appeal can be for more than one credit or pre-requisite, and if it is for more than one, then the cost per appeal and the cost per credit/pre-requisite will be different. The following reference to "two or three appeals on a project" shows that there can be more than one appeal, so "each appeal" makes sense. If it meant "each credit or pre-requisite" it would have made this clear. As it stands, "each appeal" is what is clearly understood.
