I reckon that it is not 'a fluorescent switch', but rather, 'a fluorescent that is switched' (as well as / instead of dimmed).
It seems to me to be referring to a type of dimmer suitable for fluorescent lights (clue: electronic ballast), which also offers a direct on/off switching facilities.
If in fact this is NOT a dimmer, it might even just be a low-voltage electronic 'switch for a fluorescent light'; the sort of thing that is widely used in remote-controlled applications.

Apologies for the embarassing typo in my headword suggestion, which I've only just noticed, 8 years later!
As in the body of my explanation, the correct spelling is of course 'fluorescent'
It seems to me to be referring to a type of dimmer suitable for fluorescent lights (clue: electronic ballast), which also offers a direct on/off switching facilities.

probably fluorescent switch
A fluoresent switch glows in the dark when it is off, so that you can see where it is, even in otherwise total darkness, to switch it on.

My guess is that sw stands for switched - on/off - as opposed to dimmed (below), or it's a switch for fl lamps.
