Programmatics are basically a list of programmes, complete w/ interaction among them in terms of schedule, budget, and methodologies.
So, "programmatics" cannot issue an annual report. My bet is one word is missing here; a title name presumably. I think it is either a Coordinator or a Manager, but the best source will be the rest of the text. Programmatics Coordinator / Manager is the someone who looks after planning, execution, and integration of all programmes.
