Hi everyone,

Is this phrase messed up a bit, or am I missing something?


This puts unbearable pressure on the to calculate transfers precisely for the existing infrastructure ___and so renders the flexibility that is the rationale for delegated expenditures on services elsewhere only token at best___.


The only thing that looks certain is that the ministry has to make exact calculations to make sure everyone within the infrastructure gets the money they need, but I am doubtful about the rest of it.

It's a complex sentence. As the verb of the second phrase is at the end is is difficult to decipher. You might re-write it like this:

There is unbearable pressure on the ministry to calculate accurately the transfers for the existing infrastructure. The result is that flexibility (which is given as the reason for delegated expenditure on services) becomes only symbolic.

A bit over-simplified, but that's the essence. Hope it's helpful.

the flexibility is only token at best

It means that as a result of the pressure to calculate the transfers for infrastructure precisely has made it, in practical terms, impossible to follow the rationale of flexibility to distribute funds to other services.

In other words, flexibility is there in name only; the reality is different.
