Discussion

ErichEko ⟹⭐ Nov 1, 2006:
Pls read my end of first note: people WITH disabilities....
ErichEko ⟹⭐ Nov 1, 2006:
Maybe in daily language: all people have the right to use / access city public transportation, disabled people have the right to ask the government to develop a transsytem that allows comfortable use/access, e.g. special seats next to door for them.
ErichEko ⟹⭐ Nov 1, 2006:
I am still in the opinion that there are two needs: access needs and equity needs. Googling for "access and equity needs" reveal that "access needs" apply to all people whilst "equity needs" tends to address people of disabilities.

the right to access all public facilities of the city in equal manner

access needs: the need to have access to all facilities of the city.

equity needs: the requirement that everyone has equal access privileges, i.e. if citizens are not allowed to eat in public park so are the mayor.
Note from asker:
So it is not "the needs of access and the needs of equity"?

agree Robert Fox : but I don't think equity is necessarily connected with access. Citizens could have equal privileges that don't involve access to anything.

You could be right. I myself am wondering where this "equity" points to. My first thinking is "equal access", but it could be "equal treatment" or "equal right" as well. But what treatment/right? Maybe the rest of the text will clarify this. Thanks!
