By leveraging differences, military leaders are strengthening and enhancing the security of their nations. The successes of multinational cooperation efforts and multiethnic military initiatives are apparent throughout the region. These types of tolerance initiatives in Iraq, Jordan, Yemen and other nations have brought about positive changes.

The sentence would not make sense, if "leveraging differences" meant "taking advantage of difference"
The "differences" should read "cultural," "ethnic" or "national" differences.

"As the military leaders understand the [cultural] differences, they are are strengthening and enhancing...."

This is one of the recent military campaigns in Iraq and Afghanistan of "wining heart and mind of the people" in the countries concerned.
