The Member States pointed out that WHO is not a financial agency but an agency specializing in international technical cooperation in health. As such, it should assume the leadership of the health sector, not by transforming itself into a series of technical programs in health, but by building consensus around clear health objectives and integrating health policy with the multiple stakeholders that have progressively **displaced WHO in its normative role** and coordination function.

Does it mean away from its role?

You could also say "assumed/ taken on" its normative role and responsibility for certain coordination functions.
