This doesn't so much refer to the manufacture by huimans as the interaction between the customer and the provider (i.e., lots of contact). The point of the text you have provided is that these items and services tend to be provided to the customer through a lot of contact with sales reps, tech reps, and service personnel. They may involve customization, but not necessarily. They do, however, involve a lot of hand-holding and followup.
