English term
raising the specter of Sex and the City without the sex
English

Context:
The proposals include increasing tenfold the penalty for broadcasters who are seen to have gone too far, a three-strikes rule to revoke the licenses of serial offenders, and a warning on programming content after each advertising break.
Now the threat has even been extended to the hitherto unregulated cable industry, including the likes of HBO, raising the specter of Sex and the City without the sex.
Broadcasters have moved quickly to remove anything that could cause offence, sometimes to ridiculous extremes.
Question:
Does it mean putting people on alert of Sex and the public awareness of the need to build a city without the sex?
How to better paraphrase this sentence?

explanation
"Sex and the City" is an American TV series on HBO (cable channel). http://www.tvtome.com/SexandtheCity/
Raising the specter of something is evoke or call forth, with or as if by magic; "raise the specter of unemployment"; "he conjured wild birds in the air"; "stir a disturbance"
The idea in the paragraph is that if the proposals to increase the penalty for broadcasters who are seen to have gone too far (reevoking the licenses, etc) are enforced, there will no longer be any sex in the TV program Sex and the City.

giving raise to the perturbing idea of Sex and the City (TV Program) without the xes
It refers to new regulations in the process of being enforced against any showing of sex or nudity on public broadcast including HBO. Sex and the City is a TV program on HBO, which, if the current trend continues, will have to be shown "sexless", in spite of its title.
