I understand what "accelerate" means in this context, and "place on demand" must be something similar. However, I would like to know its exact meaning. Thanks in advance.

To place the outstanding debts on demand means to make them payable immediately, to accelerate them means to make the payments due sooner than they were originally supposed to be due.
