There are several columns - Total Due, Warrants, VT Defaults Boot & Tow, Drivers license, etc.

What is VT Defaults Boot & Tow?

vehicle tax defaults, placement of boots, and towing

I'm somewhat less certain about "VT defaults," but "tax default" is certainly a common enough expression (failure to pay taxes owed).

Boots are devices installed on the wheels of a car to prevent it from moving, used by police departments to force violators to pay unpaid parking tickets, primarily.

Towing is removing the vehicle using a tow truck, also used by police departments to remove vehicles that are parked illegally, not properly licensed, etc.

Vehicle ticket ....

If you park incorrectly, most police give you a parking ticket. You have X weeks to pay it. If you do not, this ticket is now in default and, if the police find your car again (usually because you parked incorrectly again), they check the license plate number, find out that you are in default, put a 'boot' on the wheel and, if you still do not pay the tickets, they tow your car to the impound lot until you do pay the tickets and fees and interest and court costs .....
