My question: is "market release" the same as "marketing authorization"?

No, it is not the same. The market release is when the advertising begins for the product or service. Market authorization is when permission is given to sale a product or service.

the above term implies that the goods are allowed to be marketed. so it should be identical with marketing authorization.
