"Copy" here means "text" or "written matter."

Not clearly written "For internal use only. Copy for articles must be cleared before giving to customers." Perhaps that makes it clearer.

This BBC document should be helpful.

Copy approval

As outlined above, BBC staff, BBC correspondents on non-staff contracts and
freelances primarily associated with the BBC will need to have copy cleared for
all columns and any one-off articles related to topical or controversial issues.
Heads of Department will decide whether copy clearance is required for one off
articles on sport or non controversial issues.
Articles must be submitted for BBC approval in good time before the publication
deadline and Heads of Department must ensure that the relevant press office is
informed.
