I guess for "electrical collection capability" they mean electrical efficiency (energy saving capability).

Really difficult to tell, but I feel it is unlikely the word 'electrical' is a mistake for 'refrigerant' or anything else. I would think the more likely possible mistake might be 'collection' for 'connection', which could conceivably make some sense here.
However, the idea of 'data collection' may not be far off; maybe the control data is better (in some way?) with the first combination of settings compared with the second. I would be wary of actually using the word 'data', unless you know they are talking about digital data inputs to the microprocessor, for example. Maybe 'information'
"the electrical information gathered..." --- odd, but could make sense. Better would probably be something more specific, like "the sensor electrical inputs" etc.
