Biopsy should not compromise definitive surgical procedure.

Does it mean that biopsy should not replace surgical procedure and radical surgery should be performed in any case? Help me, please!!!

another suggestion alongside Marian's. I was first leaning towards "prevent or "should not be an indicator to forgo the definitely planned surgery" but I think that would be too strong.
