Inspection outage

When the earthquake occurred, the three reactors of Units 1, 2 and 3 were in normal operation at rated power, while Units 4, 5 and 6 were in various stages of periodic planned refuelling and inspection outage.

Another example:
There were approximately 6400 personnel at the site, among whom approximately 2400 TEPCO and contractor employees (750 TEPCO, 1650 contractors) were working in the controlled area. The majority (approximately 2000) of those were carrying out activities in support of the periodic planned refuelling and inspection outages.

At first, I thought outage inspection instead of the phrase in question, but it seems that the Reacters 4, 5 and 6 were not in operation, i.e. were temporarily suspended or activated at the time when the earthquake occurred due to time of inspection.

agree Tony M : 'outage' = shut down; it is vital that Asker considers 'refuelling and inspection' together as the reasons for this 'outage'.
