Thus, a crew was dispatched to the RCIC room to manually manipulate the valves, in order to switch the RCIC pump water supply from the CST to the SC pool, in accordance with procedures.


I think it is more than making some changes to valves.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

operate valves manually

I believe this refers to normal operation of valves, that is without any dismantling or removal and reinstallation in the line. Maybe just forced operation of valves if operated by an maybe malfunctioning actuator.
