There is no such thing called International Europe
It has become a fashion to invent new phrases and expressions, just to be different from the others. Often these attempts border on the irresponsible and have little or no relevance to ground realities. Here is the final word from the proverbial horse's mouth; please see link below -

Europe is a continent consisting of many countries. Some of these countries have joined together and formed the European Union. If ‘International” is intended to refer to Europe the continent, why not call it continental Europe, as it has always been called? On the other hand, if it is meant to refer to the EU, why not just accept what the concerned countries want to call themselves?

Stra & Elena have raised an interesting point about whether islands are parts of continents. We must remember that the world was one continent that gave birth to the present seven continents. My suggestion is: See below sea and you will find your answers!

: I agree that it sounds silly and meaningless, but Morgan Stanley probably thought it was a more global-sounding name for their index than simply "Europe."

: You are right, but continental means "belonging to Europe, especially Western Europe, not including the UK or Ireland" (Macmillan English Dictionary), so continental Europe is Europe without the UK and Ireland.

: British people refer to Continental Europe as simply "the Continent", e.g. "I'm going to buy a house on the Continent when I retire".

(There's no other way to answer.) Of course the European islands do belong to Europe, they are a part of the European continent. BUT when the phrase 'continental Europe is used, then we mean the mainland of Europe, not its islands. If my memory serves me, there's also the term 'continental breakfast' in use in order to differ from the 'English breakfast'.
Anyway, 'international Europe' is really nonsense.
