This impasse combined with a recent lack of contracting resources, has meant that the country’s grand goal of increasing its sustainable oil production capacity to 4 million bpd has come to little.

The first paragraph describes about not allowing overseas players (contractors) accessing the oil reserves due to the lack of support and agrees.

The second paragraph, in question means that this impasse (a deadlock)combined with no companies to enter into a contract for this oil job has made the country's attaining the goal of producing a capacity of 4 million bpd of oil impossible.

If the people responsible for Project XXXX has allowed foreigners to participate in the oil work and if the companies entered into contracts, the goal may have been achieved.

Badly written: resources available are contracting (getting smaller), so there is a lack of them.

The answer by Yasumoto Kanazawa may be correct, but the sentence is poorly written and could also bear the above meaning.
