The secret database is markedly different from the last council tax valuation when surveyors and estate agents conducted "drive-by" valuations on individual properties.

Instead of doing an actual analysis by analyzing the comparables and the actual condition of the properties being appraised, a tax appraisals were made on the properties simply on the impression received from "driving by" or looking at the outside of the property.

Yes, a superficial impression, if you will. The image is a car driving by a house and the appraiser thinking, "well, an average house" for this area. It is very superficial and probably not accurate at all.
