the method by which the charge is neutralized is passive

This method achieves its effect by being there rather than "actively" being made to do something.

Electrical & Nuclear are other (active) methods of neutralizing charge.

Rather than the device achieving its effect just by a sharp ground point \"just being present\", alpha emmissions have to be created to make the process work.

My guess, is that this is charge removal ("charge drain") due to the inherent current conductivity of the media.

over a period of time ...

Charge neutralization takes place when there is no external force driving the device. Over a period of time, automatic discharging takes place.
