IMHO, this appears to mean that the resort allows its guests to see the beautiful places around without being conspicuous - that is, it does not very much afect the way the area naturally looks and functions.

too impacting [see below]

"without being too intrusive" --> without having too much impact on e.g. the local culture or environment. Like with eco-friendly accomodation, I think this refers to a tourist resort designed to limit the negative impact on its direct surroundings, such as spoiling the view or polluting local waterways with shampoo residue and garbage.

without interfering...

It makes the area more attractive without attracting itself all the attention. It beautifies the place, but without interfering. I'd say it just becomes a part of it and goes unoticeable.
